Using Bellsandy's Guidelines (cause she's cool like that), this is what I can do for you:

Fan Art: I can draw anything from any series, comic, webcomic, or game if I have reference pictures for ones I'm not familiar with. I can do both shoujo and shounen style, but I tend to gravitate toward shoujo. This includes non-anime fan art as well.

Original: I'll just need a detailed description of your character/characters and setting. I will constantly be e-mailing you if I have any more questions about your description. You can specify a certain series style that you want it to look like, or you can let me improvise. Pinups are fair game.

Fantasy: Fairies, elves, snake ladies, cat people, anything goes so long as you can guide me in the design process. I'm far better at Humanoid creatures than most other fantasy creatures though.

Furries/Animal people: This includes anthro and girl with cat ears/tails or any other animal combination.

Other: Yuri/Yaoi/Shonen-ai is okay, but nothing overly graphic (at my discretion). I'll definitely do nudity, so long as it's more on the tasteful side. Furry people are cute. I can't draw mechs though. For that, I would ask David Willis. ^_^

$30/full character(s)- crazy detail
$20/ full character(s)- more detailed
$15/full character- regular
$8/partial character (waist up or facial shots)

Ink
$10/full character more detailed
$6/partial character regular

Pencil sketch
$7/full character detailed
$5/partial character or rough sketch

Backgrounds
free -> solid color or simple
$3 -> semi-detailed

*The higher the price the more complicated the drawing can be, and the longer it will take. I'm trying to limit to less than 30 days for the most complicated commissions. Should be done earlier than that if it's simple. *

Communication
**Communication is very important. You can reach me through e-mail at starlinex@gmail.com. Or you can /msg me on the the Nightstar irc network (username: Starline). Just tell me what you'd like and I'll email you back to let you know if I'll draw it or not. If I don't hear from you within a week after sending an e-mail, I'll put your commission aside and start another. If you don't hear from me after a week you can assume I'm sick or indisposed, otherwise I will reply almost immediately upon receiving your e-mails.**

Payment
Paypal is my preferred method of receiving payment. Send paypal payments to starlinex@gmail.com. But I will also accept check or money order.

Shipping and Handling
Shipping will be $3 regular USPS ground. $6 for priority mail(2-3 day delivery). Commissions will be sent in a photomailer or whatever is necessary to discourage bending and is included in the shipping price. If you aren't satisfied(for good reason) I'll compensate you in some way.

Copyrights
I retain the copyright to the actual art and I reserve the right to display the commissions on my website. If original art or fanart is being requested, the original creators have the copyright to the characters unless I truly created the characters from scratch and with only minor/vague guidelines from the buyer. Such copyright details will be discussed through email if there is any concern.
I will decline any requests to display commissions on sites other than those belonging to the persons paying for the commission. *Unless the buyer ask me to allow a specific person to place the commission on their site*. ^_^
